Ang posisyon po namin ay tinatawag na responsible parenthood, ang statistics po namin ay ganito, ang sabi po kanina ng isa nating katunggali wala po tayong population problem. I think we will all agree that if you at one parameter for instance education, there is a problem in classrooms anywhere from 20 to 40 thousand, we are not already able to meet the needs of the people who are already here and that responsible parenthood basically says each parent should be reminded, ipaalala natin sa bawat magulang may dinala kayong anak sa mundong ito, mayroon kayong obligasyon na paaralin, pakainin, may tirahan na maayos, damitan at iba pa.

Huling paalala lang po, noong EDSA po, mayroon tayong humigit kumulang 50 milyon katao,ngayon po ay nasa 93 hanggang 97 ang tinatayang mga mamamayang Pilipino. Geometric ang progression sa population at kung tayo ay parang walang nakikita, walang sasabihin at walang naririnig, siguro po yung mga bata na hindi na nagkakaroon pagkakatong matunghayan ay lalong hindi magkakaroon ng pagkakataon kung tayo’y patuloy na mananahimik.

Yun nga po ang problema, contractualization does not have security of tenure that there will be mutually exclusive, ang tanong nga po dito, mayroong kontrang isyu po dun yung comparative advantage natin versus other countries, labor lang po for the most part ang ating dear value added, tapos we’re pricing ourselves out of the market, yung aming plataporma, stresses education and education enhances the skills, the skills and job potentials that will open up because of an enhance and more skill full labor force hopefully will ensure the tenure and potentials for having meaning full and dignified jobs here in the country and as well as abroad.
Gusto kong sugpuin ang “contractualization” at the same time ayoko namang patayin yung mga negosyo na kakaunti na lamang nandiyan na ang dami na nga pong lumikas sa ating bansa, wala naman ho talagang makikita sa solution sa extreme positions, saan ba yung happy compromise dito? Natutugunan yung kapakanan ng mga manggagawa, natutugunan din naman yung pangangailangan ng mga negosyo para maka-compete sa global market, huwag po nating kalimutan malapit na po tayong ma-obliga under various treaties na magbukas ng ating mga pinto sa dayuhang mga kalakal at mga produkto, so kailangan na po tayong maka-laban sa ating domestic market at mangyayari po yan, kung talagang naka-focus, yung isa po saking mga panukalang batas yung kung paano ibalik yung konspeto ng bawat kompanya na ang pananawa dapat ay hindi kayo o kami kapag nagtutugunan at nag-uusap ang management at labor pero bumalik tayo dun sa tayo, kompanya natin ito, paano natin palalaguin ito? Ang mga minungkahi natn dito ay yung productivity incentive.

Salamat sa tanong mo, palagay ko naman hindi ka absent nung nandoon tayo sa mga ZTE hearing, nandoon tayo kasama sa impeachment, nagtatanong tama ba yung paratang dun sa hello Garci, among other things, kasama ako sa impeachment for that matter, sinubukan narin nating iwasto yung sistema, doon sa AFP, DND budget, pagka-tagal tagal, 1974 pa po, hindi po subject to public bidding yung kanilang paggugol ng budget na yun, isang taon po ay umabot ng P1.8 billion ang tinatayang savings is between 5 to 10 percent, we could have save a hundred and 80 million and devoted it to something else. Pero ang dulo po nun, I think I have proposed an amendment accepted to GAA for something like 9 or 10 budget seasons already kaya lang pinapalusutan at ginagawaan ng paraan para magkaroon ng failure of bidding, ang dami pa po nating ginawa, na hindi lang tayo naging interesadong itaas yung sarili nating bangko dahil tumutugon lang po ako sa ipangako ko na paglilikungkuran ang taong bayan, hindi ko na kailangan pang ipagmalakihan pa kung ano iyong ating nagawa.

Noynoy to Add Years on Education

Responding to my column of Jan. 7, the Liberal Party wrote me a long letter clarifying its stand on the addition of two years to our education cycle. Instead of reprinting the entire letter (which will take several columns), I will quote what I consider the most important parts of the letter and comment on them. If I misinterpret the LP stand, I am open to being corrected. Because what I wrote was meant to differentiate the presidential candidates from each other, I will refer to the LP stand as the stand of Noynoy Aquino.
Noynoy says: “The Philippines has the shortest education cycle preparatory to university. Ours is 10 years; the rest of the world is 12. In short, we have a curriculum that, on paper, covers the same subject matter as the rest of the world but which we cram into 10, instead of 12, years. This means that our teachers take all kinds of short cuts to try to cover the material or just simply do not attempt to cover the entire syllabus in a given year for lack of material time. This shortchanges our children’s education.”
I agree completely. In fact, the whole world agrees. Our engineers, for example, have been rejected again and again by the Washington Accord because of our short basic education cycle. Our high school students consistently fail international tests in math and science.
Noynoy clarifies that “our Liberal Party position (not just mine nor Senator Mar Roxas’, but our collective position) is to add two more years to basic education to bridge this glaring gap.”
I am glad that, finally, we have a party stand, not just one person’s stand. One problem I have with Villar is that his senatorial candidates represent diametrically opposed worldviews. (Bongbong and Satur as NP bedfellows? C’mon!) Is it safe to assume that, if the LP senatorial candidates get into the Senate, they will all advocate the extension of our basic education cycle? I certainly hope so.
Noynoy adds: “The manner by which we will add the two years is to do so incrementally and to have the entire cycle in place by the end of the next Administration (i.e. 2016).” Basically, his idea appears to be to add and eventually to rename the two missing years, while allowing some students to skip the added levels.
This strategy answers the main objection raised by private high schools and colleges, based on the dire possibility of their not having incoming students.
Remember that I mentioned in my Jan. 7 column the main problem brought about by adding years to the basic education cycle. If we added a Grade 7, there would be a year without First Year high school students. If we added a Fifth Year, there would be a year without freshman college students (and the next year without sophomores and so on). Noynoy’s plan neatly sidesteps that objection by allowing half the Grade 6 class graduating in March 2011 to go on to First Year high school. That half will continue through the 10-year cycle (as all students do now) and eventually form the batch of incoming college students in June 2015.
The objection can be raised that private colleges and universities will still see their freshman enrolment cut in half in 2015. In Noynoy’s plan, this objection is met by instituting a second educational reform.
Noynoy says: “Starting year 1 of the new Administration, we intend to start building up towards a universal pre-school in every public elementary school (to be called kindergarten). This will target all 6 year olds who are not enrolled in Grade 1 (about 60+% to date).”
He adds: “If DepEd were even moderately successful in terms of reducing dropouts at every grade level such that the per year/grade size (e.g. enrolment) were increased even by 10%, this would add about one million more students in the entire system as a function of retention in school.”
In other words, the idea is to increase the number of children starting and finishing basic education. This will mean, therefore, that the number of high school graduates going to college will still be roughly the same as the number now. (Although exact calculations are impossible in real life, the idea is sound.)
If you remember, I proposed a similar scheme in this column last October. I called it then a “modest proposal,” because it stood no chance of being accepted by the public. Not being in any position to make any change, I had no illusion that applying the expanded educational cycle to only part of a class (called a “cohort” in DepEd terms) would ever be seriously entertained by the powers-that-be. Since Noynoy (at least at this moment) is fairly sure to be elected and will be in a position to effect the change, it looks like the idea might actually be implemented.
There is another problem with the scheme, however, aside from the objection raised by private school owners. How can the government fund the teachers, schoolrooms, and textbooks for the added years, when it does not even have enough money for the grade levels now existing? Noynoy answers this in his letter. Noynoy says: “Starting year 1 of the new Administration, we intend to start building up towards a universal pre-school in every public elementary school (to be called kindergarten). This will target all 6 year olds who are not enrolled in Grade 1 (about 60+% to date).”
He adds: “If DepEd were even moderately successful in terms of reducing dropouts at every grade level such that the per year/grade size (e.g. enrolment) were increased even by 10%, this would add about one million more students in the entire system as a function of retention in school.”
In other words, the idea is to increase the number of children starting and finishing basic education. This will mean, therefore, that the number of high school graduates going to college will still be roughly the same as the number now. (Although exact calculations are impossible in real life, the idea is sound.)
If you remember, I proposed a similar scheme in this column last October. I called it then a “modest proposal,” because it stood no chance of being accepted by the public. Not being in any position to make any change, I had no illusion that applying the expanded educational cycle to only part of a class (called a “cohort” in DepEd terms) would ever be seriously entertained by the powers-that-be. Since Noynoy (at least at this moment) is fairly sure to be elected and will be in a position to effect the change, it looks like the idea might actually be implemented.
There is another problem with the scheme, however, aside from the objection raised by private school owners. How can the government fund the teachers, schoolrooms, and textbooks for the added years, when it does not even have enough money for the grade levels now existing? Noynoy answers this in his letter. Arroyo, ngayon, nagulat lang ako dahil kasama ko siya sa ticket noon ng Genuine Opposition (GO) at inaasahan natin na pareho ang pananaw namin at iba doon sa pananaw ni Mrs. Arroyo at oppose tayo sa kanyang “style of governance” tapos ang kanyang bukang bibig ay “hindi ipagtatanggol”. I think he said it in English: “I will not lift a finger to defend her”, so I’m curious so why would that be the answer of somebody who is in the opposition?
Pero other than that, tignan po natin ang mga susunod na araw. Kami lang po sa LP ay tila ay pina-iinit po ang sitwasyon, number one: yung pong mga Chief of Police ng mga governor namin, mga mayor at mga provincial director ay may halos 20 ang pinagpapalitan, yung iba po doon ay halos 4 na buwan pa lamang nagsisilbi pero hindi pa mag-aapply yung 2-year rule pero tinanggal parin.
Seeming common denominator ay puro lahat kapartido namin other than anything, nasa Pasig at Marikina kami noong nakaraang linggo at nagre-reklamo yung aming mga local na kandidato na ayaw daw kaming bigyan ng venue, yung isang barangay captain suwerte kamag-anak ng kandidato namin, pinahiram yung jeep, pero other than that. Ang daming harassment, reminiscent of the period of martial law, yung freedom of speech is reserve for the allies of this government.

Noynoy Aquino: GMA’s programs should be scrutinized
Liberal Party standard bearer Benigno “Noynoy” S. Aquino yesterday vowed to review virtually all programs of the Arroyo administration to determine which ones should be scrapped or streamlined so funds can be used in programs for job creation, education, and basic social services.
“Perhaps I’m being unchristian, but practically all her programs have to be scrutinized,” he said at a press conference at the start of the Lenten season.
The review of existing projects and programs under President Arroyo’s watch is part of the zero-budgeting policy he will implement as president, Aquino said.
The current leader of all national presidential surveys said many of Arroyo’s touted flagship programs have beautiful titles and good intentions–such as the so-called Super Regions—but their implementation have been spotty.
He also pointed to the Ginintuang Masaganang Ani farm inputs program which became the infamous P728-million fertilizer funds scam.
Another example, Aquino said, was the nautical highway, portions of which remain disconnected to the network.
“Ang daming magandang pakinggan, pero di nangyayari,” he said.
“Perhaps I’m being unchristian, but practically all her programs have to be scrutinized,” he said at a press conference at the start of the Lenten season.

“I find very alarming the reported violation of human rights of the 43 health workers presently detained in Camp Capinpin, Tanay, Rizal, who were all arrested during a raid by the military. It is also alleged that the raid was conducted without a proper search warrant. We are closely monitoring the investigation that has been initiated by Commission on Human Rights (CHR) by its Chair Leila De Lima.
I do not wish to prejudge the action of the military, but I certainly expect the military authorities to respect the detainees’ human rights and to adhere strictly to law in the conduct of their mission and investigation, whether or not these workers are actually NPA members, as the military asserts.
On the basis of verified reports from CHR staff, Chair de Lima has deplored the maltreatment of the detainees in the following ways: continuous handcuffing and blindfolding, depriving these detainees of sleep, and denying them food as well as privacy while using the bathroom. I echo her observation that these are reminiscent of actions that were rampant during martial law. We must not allow this to happen again. The 1986 EDSA People Power Revolution restored for us all the rights of a liberated and free people under a democracy. Sadly, these are now being eroded methodically under the present administration. We now have to stand up and ask our people again to choose between good and evil; freedom and repression; decency and abuse of authority.
I, together with other members of my family have witnessed and experienced first-hand the evils of repression and abuse of power. I will not allow this scourge to visit our country and people again. We must all unite and assert that this will not happen again!

Inilatag na ni Liberal Party Standard-Bearer Sen. Noynoy Aquino ang kanyang 10-point agenda sa pagrereporma sa sistemang pang-edukasyon ng bansa.
Sa kanyang talumpati sa pagtitipon ng Coordinating Council of Private Education Institutions o COCOPEA kahapon, sinabi niyang nais niyang maging patas ang laban sa pagitan ng mga mag-aaral sa pribado at sa pampublikong mga paaralan.
Una sa kanyang plano ay gawing 12-year cycle ang basic education, mula sa kasalukuyang 10 taon, sang-ayon sa global standards.
Aniya, ang mga mag-aaral sa mga pribadong paaralan na may 12-14 taon ay mas nakakuha ng magandang trabaho, at nais niyang ganoon din ang maranasan ng mga batang nasa mga pampublikong paaralan dahil mula sila sa mahihirap na pamilya.
Bukod dito, ang iba pang repormang isinusulong ni Aquino sa sektor ng edukasyon ay:
* Unversal pre-school;
* Sistemang Madaris Education para sa mga kababayan nating Muslim;
* Technical-Vocational learning sa High School;
